Mission

Supporting California local governments to save energy, reduce greenhouse gas emissions, and accelerate climate action by building knowledge and networks amongst local government practitioners.

What we do

We are a hub for energy efficiency and sustainability news, information, best practices, and resources relevant to California’s local governments.

CCEC offers the same services provided by Civicwell (formerly the Local Government Commission) and the Best Practices Coordinator as part of the Statewide Energy Efficiency Collaborative (SEEC), which sunsetted at the end of 2020 after 11 successful years. 

Our Services

CCEC Forum

California Climate & Energy Forum brings together several hundred local government staff, elected officials, and community organizations, so they can collaborate and learn from each other in their efforts to advance fair and equitable climate change and energy practices.

Best Practices Coordinator

The Best Practices Coordinator is tasked with developing local government energy efficiency best practices case studies, sharing resources to promote best practice adoption across California’s local governments.

Resource Library

This library is intended as a source to find all the resources compiled by CCEC throughout the years including best practices, technical assistance directory, technical assistance responses, webinar recordings and materials, funding resources, and a variety of other resources developed or compiled by CCEC.

wEEkly update

The wEEkly update is a weekly newsletter, where events, funding opportunities, peer-to-peer requests, job postings, and other items of interest to local governments are shared. Subscribe to join the 2000+ professionals receiving the wEEkly every Monday morning!

CURRENTS Quarterly

CURRENTS is CivicWell’s free quarterly newsletter providing local elected officials and staff with current information on energy issues affecting California local governments.

Local Energy Resources Network (LERN)

Monthly Local Energy Resources Network (LERN) meetings are held every second Tuesday from 11am – 12pm to exchange knowledge, resources, input, and opportunities to help California local governments pursue their energy and climate goals.

Free Technical Assistance

The Statewide Best Practices Coordinator helps support local governments that need information to help them make progress on their local energy initiatives through free technical assistance.

Legislative Tracker

State/Local Energy & Climate Collaborative (SLECC) Meetings

Angie Hacker has nearly 20 years of public, private and non-profit experience serving communities in the areas of sustainability, energy, and climate change, primarily in California. Prior to becoming CEO and Principal Consultant of Prosper Sustainably, she served as Energy and Sustainability Division Chief for the County of Santa Barbara. In that role, she oversaw local, state, federal, and IOU-funded energy and climate initiatives and participated in state regulatory efforts. Her areas of expertise include designing innovative local/regional solutions, communicating a strategic vision, pursuing policy and regulatory opportunities, obtaining resources, building local capacity, leveraging cross-sector partnerships, and engaging stakeholders. She enjoys managing complex projects and datasets to achieve results within multi-agency, political and bureaucratic environments. Kelsey serves as a Project Manager for CivicWell’s Climate & Energy Team. In this role she manages the California Climate and Energy Collaborative (CCEC) as well as other climate and energy-related projects such as the California Adaptation Forum. Kelsey began work at
CivicWell as a Project Assistant in 2009 helping with the New Partners for Smart Growth Conference. She has a BA in Latin American Studies from CSU Chico. In her free time, Kelsey enjoys rafting, hiking, gardening, and spending time with her family. Contact Kelsey at kwolfcloud@civicwell.org.

John is a Project Associate for the Climate Change and Energy Team at CivicWell. John grew up in Ukiah, California and has lived in Northern California his entire life. He received a BA in Politics with a concentration in Global and International Studies from the University of California, Santa Cruz in the Fall of 2020. In the future he plans to continue his education and study Environmental Law. In his spare time John enjoys hiking, camping, and cooking for friends. Contact John at jvandervort@civicwell.org.
John works as a Project Coordinator on the Climate Change and Energy team at CivicWell, where he is able to put his passion for protecting the environment and combating climate change to good use. Prior to that, John was a CivicSpark fellow with the California Energy Commission, where he focused on issues related to energy equity and technical assistance. A Southern California native, John made the switch to Northern California after attending the University of California, Davis for both his undergraduate and graduate studies in Linguistics. In his spare time, John enjoys playing sports and frequenting local pub quizzes and karaoke nights.

Tiela resides in Bellingham, Washington, and has lived in Washington her entire life. She has a BA in Business Management and Business & Sustainability from Western Washington University.
Tiela is currently working as a Climate Change & Energy Program Coordinator at CivicWell.

Tiela comes from a racial and social justice background, and is passionate about bringing this perspective into the environemtnal justice framework. She looks to continue her work in utilitizing data gathering and analysis to inform on improving projects, and telling a story of our impact through the numbers.

When she’s not working, you can find her reading horror novels, crocheting, or renovating her sailboat.
