Calif. Hub for Energy Efficiency Financing (CHEEF) Pilots: Notice of Commercial and On-Bill Repayment Workshops (First Workshop 7/20)

As shared by the California Alternative Energy and Advanced Transportation Financing Authority (CAEATFA): CAEATFA will be hosting a series of public workshops related to the commercial pilots and on-bill repayment under the California Hub for Energy Efficiency Financing.  The first workshop will cover the proposed program structure for the financing elements of the CHEEF commercial pilots — small business on-bill loans, leases, and energy service agreements (ESA); small business off-bill leases and ESAs; and the non-residential non-credit enhanced on-bill pilot.  We will present proposed guidelines for the credit enhancement structure, finance provider eligibility, financial product eligibility, and underwriting guidelines. This workshop is the first in a series of three summer workshops held prior to the development of regulations for the CHEEF commercial pilots.  Workshops held in August and September will cover the project eligibility parameters of the commercial pilots and the on-bill repayment parameters for all pilots with the on-bill function.

The first workshop will be held on July 20th from  9:30-11:30am PST at 915 Capitol Mall, Room 219, Sacramento, CA 95814. Participants may attend in-person or by webinar. On-Bill Repayment Program Parameters

September, 2016: Date TBD

  • On-bill customer and property eligibility guidelines
  • On-bill infrastructure and communication with the Master Servicer
  • Details and timing of cash flows and payments
  • Special situations: Late payments, disconnections, and removal from the bill

 

This workshop will cover the on-bill repayment parameters for the following pilot programs:

  • Commercial on-bill (small business loan, small business lease and ESA, non-residential non credit-enhanced pilots)
  • Single Family on-bill residential (PG&E Territory only)
  • Affordable Multi-Family residential
