Agenda
This workshop will contribute to the pre-rulemaking and rulemaking phases of the development of the Standards. The workshop will include a presentation of the proposed 2019 TDV of energy and the 2019 LCC methodology update. The proposed 2019 TDV and LCC will be used to evaluate proposed measures for the 2019 Standards update.
The Energy Commission will consider input from this workshop, together with information from the workshop held on May 12, 2016; reports generated by Energy Commission consultants, and docketed comments regarding the 2019 TDV and LCC methodology.
Background
The Energy Commission began its pre-rule making for the 2019 Standards update with the development of an updated TDV of energy and LCC methodology. The TDV values energy use differently based on the hour of the year to reflect the cost to consumers, the utility system, and society. The Commission’s Standards are required to be cost effective and are implemented on a prescriptive and performance basis. The Commission uses TDV energy to set the maximum energy budgets for residential and nonresidential newly constructed buildings, and to value the energy performance tradeoffs made in building designs. The Commission uses the LCC methodology to determine the cost effectiveness of proposed measures.
