CEC/CPUC/ARB Joint Workshop 8/23: Overview of Process to Update the 2030 Target Scoping Plan

California Energy Commission (CEC), California Public Utilities Commission (CPUC), and California Air Resources Board (ARB) are jointly hosting a public workshop on the Energy sector on August 23, 2016. This public workshop will provide an overview and
update on the process to update the 2030 Target Scoping Plan, and will include CEC, CPUC, and ARB staff presentations on current and forthcoming initiatives that contribute to greenhouse gas emissions reductions in the electricity, energy efficiency, and natural gas sectors.  Staff will also provide preliminary thinking on energy policy interaction across sectors, including cross-sector trade-offs and synergies.

This workshop will support the process to update the AB 32 Scoping Plan to reflect California’s goal to reduce statewide greenhouse gas emissions 40 percent below 1990 levels by 2030, as directed in Executive Order B-30-15.

Background
This Energy sector workshop is part of the public process to update the Scoping Plan to reflect the Governor’s Executive Order B-30-15, which establishes a mid-term GHG reduction target for California of 40 percent below 1990 levels by 2030.  All state agencies with jurisdiction over sources of GHG emissions were directed to implement measures to achieve reductions of GHG emissions to meet the 2030 and 2050 targets.  ARB was directed to update the AB 32 Scoping Plan to reflect the 2030 target, and therefore, is moving forward with the update process.  The mid-term target is critical to help frame the suite of policy measures, regulations, planning efforts, and investments in clean
technologies and infrastructure needed to continue driving down emissions.

In an effort to further the vision of AB 32, Governor Brown identified key climate change strategy pillars in his January 2015 inaugural address. The pillars recognize that several major areas of the California economy will need to reduce emissions to meet the 2030 greenhouse gas emissions target. Two of the key pillars identified by Governor Brown were increase from one-third to 50 percent our electricity derived from renewable sources and
to double energy efficiency savings from existing buildings by 2030.
