The California Public Utilities Commission (CPUC) will hold a Community Choice Aggregation (CCA) En Banc hearing on February 1, 2017. CCAs are local governmental entities authorized by statute to procure electricity on behalf of their customers, delivered via the investor-owned utility transmission and distribution system. CCAs have been expanding and are expected to continue to expand. This creates regulatory questions including: What entities will be responsible for electricity procurement, contracting and reliability in the future? Are there likely to be stranded utility assets? How will CCA expansion impact regulatory oversight of environmental and public purpose programs?
The En Banc hearing will assemble a diverse panel of experts to consider these and related issues. An agenda and a staff issue paper will be available before the En Banc hearing.
Although a quorum of Commissioners and/or their staff may be in attendance, no official CPUC action will be taken at this event.
