Case Study

Alameda County’s Revolving Energy Fund

Since the mid-1990s, Alameda County’s Energy Program, under the County’s General Services Agency (GSA), has been able to continually implement energy efficiency and renewable energy projects in County facilities. Two programs fund this success: a Designated Energy Fund and a departmental utility bill surcharge. Through a Demand-side energy saving program with PG&E to reduce energy use and demand, the County was able to amass $3,000,000 in incentives over 10 years. With these incentives, the County established an energy “incentives” fund. The Energy Fund has been used to fill financing gaps, purchase and install more efficient equipment, and to subsidize on-site energy generation projects with long payback periods. Having the money for a project was not enough. To operate the program, the County adopted a utility surcharge on the utility bills for each County department. The surcharge covers the cost to staff the Energy Program that manages energy efficiency and renewable energy project development, quality control, savings analysis, and financing.

American Rescue Plan Act Build Back Better Regional Challenge

Build Incentives

BUILD incentives are based on a project’s anticipated modeled greenhouse gas (GHG) emission reduction as compared to the mixed-fuel 2019 Energy Code prescriptive standards. Projects receiving BUILD incentives cannot result in higher utility bills for building occupants. Staff has developed a BUILD Calculator that applicants can use early in the design reservation step to estimate the incentive amounts available and ensure project designs meet the modeled resident bill savings requirements.

CalBRACE Project

The California Infrastructure and Economic Development Bank (IBank) is the State of California’s only general-purpose financing authority. Charge! Program

The Charge! Program provides grant funding to offset the cost of purchasing and installing new publicly accessible (multi-unit dwelling located projects are not subject to public accessibility requirements) chargers for light-duty electric vehicles (EVs) at workplaces, destinations, transit parking locations, along transportation corridors, and at multi-unit dwelling facilities. The goal of the Charge! Program is to rapidly expand access to EV charging stations to help achieve the Bay Area’s EV-adoption goals of 90 percent of the overall vehicle fleet by 2050. As of the end of 2020, there were more than 210,000 EVs registered to Bay Area drivers. This program has been funded through the Air District’s Transportation Fund for Clean Air Regional Fund and Mobile Source Incentive Fund which provides grants to improve air quality within the nine-county Bay Area by reducing emissions of pollutants from on-road vehicles, and may include additional funding sources as available.

Clean Mobility Options

Providing funding for zero-emission carsharing, carpooling/vanpooling, bikesharing/scooter-sharing, innovative transit services, and ride-on-demand services in underserved communities.

Clean Mobility Needs Assessment: Applicants can apply for up to $50,000 to conduct a Community Transportation Needs Assessment (Needs Assessment). Needs Assessments are used to help identify and understand unmet mobility needs of communities and develop solutions in collaboration with residents. Inclusion of Needs Assessments in CMO is based on lessons learned through the California Air Resources Board’s SB 350 Barriers Report process and the Mobility Equity Framework developed by the Greenlining Institute.

Clean Mobility Project Voucher: Applicants can apply for up to $1,000,000 to launch and operate a clean mobility project such as zero-emission carsharing, carpooling/vanpooling, bikesharing/scooter-sharing, innovative transit services, and ride-on-demand services (and up to $600,000 for the expansion of an existing project). Mobility projects are meant to bridge transportation gaps and provide connectivity between services and locations. Wherever possible, they should complement transit services or existing mobility services.

Cleantech to Market (C2M)

Cleantech to Market (C2M ) – the First Cleantech Accelerator – is now accepting applications for 1,000 hours of free commercialization support – including the identification of early-stage market opportunities, prospective customers and partners, and funding sources – for promising innovations in low-carbon energy, green chemistry, and water technologies. C2M is a partnership between graduate students, startups, and industry professionals to help accelerate the commercialization of leading cleantech solutions. In the process, C2M also develops the next generation of innovative cleantech leaders.

C2M first identifies promising cleantech from: (1) existing startups, (2) accelerators & incubators, (3) government-sponsored programs, and (4) top-tier universities and national labs.

C2M then handpicks graduate student commercialization teams from 20+ UC Berkeley disciplines, and matches their academic/work experience and interests with each project.

C2M supports the teams with leading cleantech professionals who bring deep subject matter expertise. They help guide the students as speakers, mentors, and contacts.

The result is 1,000 hours of free technology, market, and business model assessment for each project. Students experience the rewards and challenges of taking cleantech to market; startups gain valuable market feedback on their technologies and business plans; and professionals engage with fresh talent and new ideas.

Climate Pollution Reduction Grants

The Climate Pollution Reduction Grants (CPRG) program will provide grants to states, local governments, tribes, and territories to develop and implement plans for reducing greenhouse gas emissions and other harmful air pollution. Section 60114 of the Inflation Reduction Act provides an investment of $5 billion to support efforts by states, municipalities, air pollution control agencies, tribes, and groups thereof to develop and implement strong, local greenhouse gas reduction strategies. This two-staged grant program provides funding of $250 million for noncompetitive planning grants, and $4.6 billion for competitive implementation grants.

Climate Resilience and Community Access Grant Program

The grants seek to invest in the local conservation community by creating new programs or developing organizational or agency capacity to enhance desert resilience to climate change and foster conservation of the desert as a carbon sink; promote equity in access to outdoor recreation throughout the Valley; or improve natural resources management on existing conservation lands.

Applications that represent a sustainable investment, incubate local expertise and capacity and serve historically underserved and economically disadvantage communities are especially encouraged.

Grants should be for projects of up to 24 months, and grant requests should range from $100,000- – $400,000.

Local governments, tribes and nonprofits are eligible to apply.

The Disadvantaged Communities – Single-family Solar Homes (DAC-SASH) program, modeled after the Single-family Affordable Solar Homes (SASH) Program, provides assistance in the form of up-front financial incentives for the installation of rooftop solar generating systems. Enhanced Air Quality Monitoring For Communities

Pursuant to the American Rescue Plan Act of 2021 (ARP), EPA’s Office of Air Quality Planning & Standards (OAQPS) is announcing the availability of funds and soliciting applications from eligible entities to conduct ambient air monitoring of pollutants of greatest concern in communities with environmental and health outcome disparities stemming from pollution and the COVID-19 pandemic. EPA will award funds to support community and local efforts to monitor their own air quality and to promote air quality monitoring partnerships between communities and tribal, state, and local governments.

The total estimated funding for this competitive opportunity is approximately $20,000,000. Approximately $2 million dollars of this amount will be awarded to tribal governments under a tribal government set-aside, and approximately $2 million will be awarded to eligible community-based organizations under a community-based organization set-aside.

Overall, EPA anticipates awarding a total of approximately 50-70 assistance agreements (cooperative agreements or grants) from this announcement, subject to availability of funds, the quality of applications received, agency priorities, and other applicable considerations. EPA anticipates awarding approximately 20-30 assistance agreements ranging in value from $25,000 to $100,000 (i.e., “Small Grants”) and 30-40 assistance agreements ranging in value from $100,001-$500,000 (i.e., “Large Grants”). More than $582 million is anticipated to be allocated to California for the whole-house Homeowner Managing Energy Savings (HOMES) rebate program and the point-of-sale High-Efficiency Electric Home Rebate (HEEHRA) program.
 
The CEC will hold workshops to seek input on program development in late 2023. The CEC expects rebates will become available in 2024. The CEC has established a docket to receive written input.

Infrastructure State Revolving Fund (ISRF) Program

The Infrastructure State Revolving Fund (ISRF) Program is authorized to directly provide low-cost public financing to state and local government entities.

Local Conservation Corps Grant Program

Low Carbon Fuel Standard Credits

Low carbon fuels below the benchmark generate credits, while fuels above the CI benchmark generate deficits. Credits and deficits are denominated in metric tons of GHG emissions. Providers of transportation fuels must demonstrate that the mix of fuels they supply for use in California meets the LCFS carbon intensity standards, or benchmarks, for each annual compliance period. A deficit generator meets its compliance obligation by ensuring that the amount of credits it earns or otherwise acquires from another party is equal to, or greater than, the deficits it has incurred. There are three ways to generate credits in the LCFS: fuel pathways, projects, and capacity-based crediting.

National Coastal Resilience Fund 2023 Request for Proposals

The National Fish and Wildlife Foundation (NFWF) is pleased to announce the 2023 National Coastal Resilience Fund (NCRF) Request for Proposals (RFP). Proposition 1 IRWM Grant Program

Rebuilding American Infrastructure with Sustainability and Equity (RAISE) Discretionary Grant Program (Formerly known as BUILD)

Reliable, Equitable, and Accessible Charging for multi-family Housing (REACH)

This is a competitive grant solicitation. The California Energy Commission’s (CEC’s) Clean Transportation Program (formerly known as the Alternative and Renewable Fuel and Vehicle Technology Program) announces the availability of up to $8,500,000 in grant funds for projects that will increase electric vehicle (EV) charging access for and enable greater plug-in electric vehicle (PEV) adoption by multi-family housing (MFH) residents. For the purpose of this solicitation, MFH is defined as residential properties with multiple dwelling units and excludes single-family dwellings (detached), duplexes, triplexes, townhomes, and mobile homes.

The purpose of this solicitation is to demonstrate replicable and scalable business and technology models for large-scale deployment of EV charging infrastructure capable of maximizing access and EV travel for MFH residents. Proposed projects must include charger installations that will benefit and be used by MFH residents within disadvantaged communities, low-income communities, or a combination of both (see Definitions of Key Words, Section V.A.), and are encouraged to pursue installations for affordable housing. Proposed projects must address the following:

·Reliable and replicable charging installations for MFH building types that have characteristics that may challenge onsite installations, such as properties with shared onsite parking, properties with assigned parking spaces for residents, or properties with limited or no onsite parking, and properties that may pose installation challenges due to size or configuration.

·Outreach to MFH residents, particularly MFH within disadvantaged communities and low-income communities, and the residents of affordable housing units, that will explain the benefits of having accessible chargers and provide relevant consumer information on PEVs, including available vehicles and total cost of ownership.

Charger installations and business models that will maximize accessibility and ease of use, and minimize EV charging costs for MFH residents, with either onsite charging or charging stations located in close proximity to MFH properties.

Other support and maintenance services that will ensure reliability.

Rural Innovation Stronger Economy (RISE) Grants

The RISE project must serve a rural region small enough to allow close collaboration among partners. It also must include important elements of the region’s prioritized industry cluster (concentrations of related industries). The RBCS Administrator may award points to applications from distressed communities with high concentrations of employment in coal, oil and gas industries, and coal-fired generation facilities transitioning away from fossil fueled energy production. SB 1 Adaptation Planning Grant

Fiscal Year (FY) 2019-20 Caltrans Transportation Planning Grant awards. A statewide total of 198 grant applications were received and requested approximately $62 million for: Sustainable Communities Competitive, Strategic Partnerships (including transit), and the third and final year of Adaptation Planning. Of these applications, 84 transportation planning projects were selected for grant awards, totaling approximately $27.8 million. Award and Non-Award lists for each grant are provided below. In addition, Metropolitan Planning Organizations will receive $12.5 million in Sustainable Communities Formula grants to further their Regional Transportation Plan/Sustainable Communities Strategy. Self-Generation Incentive Program

The CPUC’s Self-Generation Incentive Program (SGIP) offers rebates for installing energy storage technology at both residential and non-residential facilities. These storage technologies include battery storage systems that can function during a power outage.

Depending on the battery and how much you are using it, batteries can provide power for several hours, or longer. Battery storage can be an important component of a more robust emergency preparedness plan in the event of a power outage.

In preparation for the next wildfire season, the CPUC has authorized funding of more than $1 billion through 2024 for SGIP. This funding includes prioritization of communities living in high fire-threat areas, communities that have experienced two or more utility Public Safety Power Shut-off (PSPS) events, as well as low income and medically vulnerable customers. The funds are also available for “critical facilities” that support community resilience in the event of a PSPS or wildfire.

Strategic Partnerships Grants

Strategic Partnerships Grants are available on an annual basis and through a competitive application process. Grants are for transportation planning activities such as planning for freight, corridors, regional, and interregional travel. The annual call-for-applications is posted on the grants website, which is advertised by Caltrans through various grant workshops for interested applicants. Grant applicants receive an award or non-award email notification in late spring/early summer. A list of award and non-awarded grants is posted to the Caltrans Sustainable Transportation Planning Grant Program website.

Sustainable Transportation Equity Project

STEP is a new transportation equity pilot that aims to address community residents’ transportation needs, increase access to key destinations, and reduce greenhouse gas emissions by funding planning, clean transportation, and supporting projects.

STEP’s overarching purpose is to increase transportation equity in disadvantaged and low-income communities throughout California via two types of grants: Planning and Capacity Building Grants and Implementation Grants. Within these two grant types, CARB currently has up to $19.5 million available.

The Better Together Resilient Communities Grant Program

Through the Better Together Resilient Communities grant program, The PG&E Corporation Foundation (Foundation) is requesting proposals of $100,000 to fund four projects in 2021 that build community resilience and capacity to withstand climate-related hazards. Priority will be given to those that demonstrate past or projected exposure to climate hazard(s) and those that address the needs of disadvantaged and/or vulnerable communities.

Eligible applicants will be governmental organizations, educational institutions, or certified 501(c)3 nonprofit organizations and must include a local or tribal government within Pacific Gas and Electric Company’s (PG&E’s) service area as a partner. Applicants must be prepared to provide documentation to demonstrate they meet the Foundation’s criteria for charitable giving.

The Environmental Justice Collaborative Problem-Solving Cooperative Agreement Program

The Environmental Justice Collaborative Problem-Solving (EJCPS) Cooperative Agreement Program provides financial assistance to eligible organizations working to address local environmental or public health issues in their communities.  The program assists recipients in building collaborative partnerships with other stakeholders (e.g., local businesses and industry, local government, medical service providers, academia, etc.) to develop solutions to environmental or public health issue(s) at the community level.

The EJCPS Program requires selected applicants, or recipients, to use the EPA’s Environmental Justice Collaborative Problem-Solving Model to address local environmental or public health issues in a collaborative manner with various stakeholders such as communities, industry, academic institutions, and others. The case studies listed in the resources section below highlight some of the successful strategies of previous projects.

The Environmental Justice Government-to-Government Program

The Environmental Justice Government-to-Government (EJG2G) program provides funding at the state, local, territorial, and tribal level to support  government activities that lead to measurable environmental or public health impacts in communities disproportionately burdened by environmental harms.

Model EJG2G programs should leverage existing resources to develop processes or tools that integrate environmental justice considerations into governmental decision-making at all levels. Formerly known as EPA’s State Environmental Justice Cooperative Agreement Program (SEJCA), this program has been renamed to better reflect the spectrum of entities eligible for this funding.

The EJG2G program goals are to:

  1.  Achieve measurable and meaningful environmental and/or public health results in communities;
  2. build broad and robust, results-oriented partnerships, particularly with community-based nonprofit organizations (CBO) within disproportionately impacted areas;
  3. pilot activities in specific communities that create transferable models, which can be expanded or replicated in other geographic areas and;  
  4. strengthen the development and implementation of meaningful approaches to achieve environmental justice.

The Resilience Hubs Grant Program

Through the Resilience Hubs grant program, Pacific Gas and Electric Company (PG&E) is requesting grant proposals to help communities build a network of local resilience hubs. These projects can provide a physical space or set of resources that supports community resilience—such as access to power, shelter, and information—to climate-driven extreme weather events, including wildfires, as well as future Public Safety Power Shutoff (PSPS) events. Once developed, the hubs can also be accessed year-round to build and sustain community adaptive capacity in a trusted location.

Transit and Intercity Rail Program

The Transit and Intercity Rail Capital Program (TIRCP) was created by Senate Bill (SB) 862 (Chapter 36, Statutes of 2014) and modified by Senate Bill 9 (Chapter 710, Statutes of 2015), to provide grants from the Greenhouse Gas Reduction Fund (GGRF) to fund transformative capital improvements that will modernize California’s intercity, commuter, and urban rail systems, and bus and ferry transit systems, to significantly reduce emissions of greenhouse gases, vehicle miles traveled, and congestion. There have been four prior cycles of TIRCP funding, in which the California State Transportation Agency (CalSTA) has awarded $5.8 billion in funding to 73 projects throughout the state. The legislation of these bills is established in Sections 75220 through 75225 of the Public Resources Code (PRC). Assembly Bill 398 (Chapter 135) extended the Cap and Trade Program that supports the TIRCP from 2020 through 2030. SB 1 (Chapter 5) continues to provide a historic funding increase for transportation with funds directed to the TIRCP from the Public Transportation Account for new programming.

Urban Greening Grant Program

Eligible urban greening projects will reduce GHG emissions, mitigate the effects of extreme heat, and provide multiple additional benefits, including, but not limited to, a decrease in air and water pollution or a reduction in the consumption of natural resources and energy. Eligible projects will result in the conversion of an existing built environment into green space that uses natural and green infrastructure approaches to create sustainable and vibrant communities. A competitive project will maximize opportunities to reduce GHG emissions through project design and implementation as well as incorporate green infrastructure solutions that improve the sustainability and function of existing urban hardscapes and landscapes. Vehicle Trip Reduction Grant Program

The Vehicle Trip Reduction Grant Program provides funding to support projects that improve air quality and reduce greenhouse gas emissions by reducing vehicle trips and miles traveled in the Bay Area.

This program is funded through the Air District’s Transportation Fund for Clean Air Regional Fund, which provides grants to improve air quality within the nine-county Bay Area by reducing emissions of criteria pollutants from on-road vehicles.

Vehicle-to-Building Technologies for Resilient Backup Power

California’s simultaneous transitions to zero emission transportation and decarbonized electricity systems will create opportunities to use growing deployments of plug-in electric vehicles (PEVs) for electric services. Systems that enable the use of energy stored in PEV batteries to power loads inside residential, commercial, or public buildings—referred to as vehicle-to-building (V2B) technologies—can provide resilience and reliability benefits that help mitigate the impacts of power outages driven by extreme heat events, wildfires, and public safety power shutoffs. PEVs contain large batteries that could potentially provide the same backup power services as behind the meter stationary storage at a lower cost than purchasing a dedicated storage system and without the emissions associated with diesel backup generators.

This solicitation seeks to accelerate development of technologies and easy-to-implement products that allow individual or fleets of PEVs to power residential, commercial, or public buildings including but not limited to schools, community centers, or government facilities during electricity outages or intentional islanding events. Projects must fall within one of the following project groups, with Group 3 targeting demonstrations at public facilities located in disadvantaged communities (DACs) and/or low-income communities (LICs):

·Group 1: Rule 21 Compliant or Exempt V2B Technologies

·Group 2 Rule 21 Non-Compliant V2B Technologies and Enablers

·Group 3: Rule 21 Compliant or Exempt V2B Technologies Demonstrated at Public Buildings in DACs and/or LICs.

These Groups reflect ongoing regulatory activity at the California Public Utilities Commission regarding interconnection requirements for distributed energy resources under Rule 21. A recent decision clarified and approved interconnection pathways for stationary, off-vehicle bidirectional chargers and instructed the state’s investor-owned utilities (IOUs) to develop safety requirements for limited pilot testing of mobile, on-vehicle bidirectional chargers that do not meet Rule 21 requirements. Groups 1 and 3 support technology demonstration and deployment projects that have higher levels of technology readiness and regulatory acceptance, whereas Group 2 supports applied research and development of earlier stage technologies for which interconnection requirements are not established.

Zero-Emission Transit, School and Shuttle Buses

The VW Mitigation Trust has $130 million in funds to replace older, high-polluting transit, school, and shuttle buses with new battery-electric or fuel-cell buses. Replacing an older bus with a zero-emission bus eliminates particulate matter and other pollutants that impact children and residents riding the buses, as well as residents throughout California communities. During the project’s 10-year period, approximately 425 vehicles will be replaced with an incentive amount of up to $400,000 per vehicle.
