Opinion: Energy efficiency can save the world — if we can figure out how to pay for it

“The American Council for an Energy-Efficient Economy points out global energy intensity fell by 2.5% in 2011, but the rate of improvement slowed to 1.7% in 2017 — and absent gains in China, the decline could have been worse.

What is happening? The answer, say experts, is a difficulty in funding energy efficiency. Projects like building retrofits can be expensive, and they take time to pay back.”
