Develop a Statewide Energy Data Portal: This could be making the UCLA Energy Atlas statewide and up-to-date (e.g., through at least 2020). CARB, UCLA, CEC, CPUC, OPR, etc. An effort could be made to make the ICLEI ClearPath Tool, once again, freely available to local jurisdictions.
