Energy Assurance Planning
It is very important for local governments to leverage multiple funding streams to ensure holistic/system solutions are provided that exceed the limited approved scope of SER activities. It is not effective to only look at EE without looking at generation and storage when addressing topics such as Energy Action Plans, Energy Assurance Plans and Climate Action Plans. RCEA recommends that the CPUC reassess their guidance regarding not funding EAP/CAP elements that focus on generation and storage as match dollars are not always available and when they’re not available this creates a dysfunction and loss of production efficiency in the effort.
