Lancaster Choice Energy (LCE) seeks a qualified consultant to support LCE’s development of an Energy Efficiency Business Plan for 2016. This support would include program design, budget creation, cost effective analysis, an application for funding under the ‘elect’ option to the California Public Utilities Commission (CPUC), and any required auditing and reporting.
LCE was established in 2015 and is the first Community Choice Aggregator in Southern California Edison territory. LCE is currently serving just over 51,000 customers within the city limits of Lancaster, CA. Staff desires to design an energy efficiency program which delivers high value to the residents and businesses through lower electric bills and provides them different and effective options that are not currently available to them.
Objectives
LCE seeks a qualified individual/firm who can work with LCE staff to develop a Business Plan that focuses on a long term vision for energy efficiency in LCE’s service territory. The qualified consultant will also assist LCE staff in navigating the CPUC’s requirements regarding program design, cost effectiveness calculations, and program reporting. Additionally, the qualified consultant will be able to guide staff through the latest legislation and potential program impacts.
