  • Double energy efficiency savings in retail end uses by 2030.
  • Increase the Renewables Portfolio Standard procurement target from 33 percent to 50 percent of retail sales by 2030.
  • Encourage the electrification of the transportation system.
  • Implement a long-term planning process for California’s load-serving entities and local publicly owned electric utilities to cost-effectively reduce greenhouse gas emissions with a diverse portfolio of supply-side and demand-side resources.
  • Develop studies on the barriers and opportunities for low-income residents and disadvantaged communities in accessing energy efficiency, weatherization, renewable energy, and clean transportation options.
