Pressure to rebuild “like-for-like” may hinder opportunities for resilience upgrades and long-term adaptation. The “like-for-like” rule applies to size and location of the rebuilt structure, not necessarily to construction quality. For example, a home must be rebuilt in the same footprint and scale, but the construction itself will be updated to meet current fire, water, and energy codes. This creates some improvements (efficiency, fire safety), but limits opportunities to rethink broader neighborhood or community resilience. Participants noted that this can prevent larger adaptation strategies from being implemented, keeping communities vulnerable to future disasters.
