Treat agricultural/habitat conservation as both a GHG-reduction and climate-resilience strategy.

Existing Examples of Progress: SCAG’s sustainability department treats agricultural/habitat conservation as both GHG-reduction and climate-resilience strategies.However, this has created tensions with housing obligations: cities complain that conservation targets conflict with RHNA requirements, interpreting them as a “zero-sum game.” Staff stressed the two issues are not mutually exclusive, but politically they often are perceived as such. This presents a regional co-benefit model for balancing housing with climate adaptation; highlights implementation tensions but offers a replicable planning frame.
