Over-reliance on the same capacity-rich participants leads to engagement fatigue and exclusion. Participation processes repeatedly draw on the same individuals and trusted CBOs with the time and institutional support to attend, resulting in burnout, reduced diversity of perspectives, and the exclusion of those without flexible schedules or resources.
