Fragmentation of responsibilities: Local governments hear about state-level regulatory decisions (e.g., CPUC) after the fact, leaving them without capacity to adapt requirements into local CAPs. This creates duplicative work, with local CAPs forced to replicate or reinterpret requirements rather than align efficiently. Overlapping reviews between state, regional, and local agencies increase the burden on small staff teams.
