State agencies should align planning under the Comprehensive Climate Action Plan (CCAP) framework and embed wildfire, extreme heat, and outage risks directly into regulatory processes and funding criteria to ensure energy reliability, wildfire prevention, and heat adaptation are jointly addressed.
