Capacity gaps in navigating planning processes: Local governments and special districts often do not know what resources are available to support climate and energy planning. This capacity gap is particularly acute in disadvantaged communities that lack dedicated staff for grant writing and technical planning. Wealthier jurisdictions are better able to access resources, leaving equity gaps in who can move projects forward.
