Build community-owned plans as the foundation for implementation by anchoring projects in community-identified priorities before seeking funding, so that when implementation dollars become available a ready project pipeline exists rather than plans that sit on shelves. 

Existing Examples of Progress: 1. The Cuyama Valley Community Action Plan: An 18-month community-owned planning process led by Blue Sky Center identified priorities that were immediately implemented when TCC funding arrived. 2. The Stanislaus Sustainable Communities Coalition (SSCC) ran 11 community watch parties with 135 Modesto residents to generate community-owned policy recommendations for the city's General Plan before the city's own process began, creating a ready pipeline of priorities rather than reacting after the fact.
