Energy Policy Initiatives Center, University of San Diego

EPIC is a neutral, university-based energy and climate policy center founded in 2005, offering both academic programs and external research. EPIC’s team of engineers, attorneys, and policy experts has worked with nearly every local jurisdiction in the San Diego region to support greenhouse gas, energy, and climate planning and analysis, legislative and regulatory analysis, legal analysis, benefit-cost and cost effectiveness analysis, all aspects of climate action planning, and local energy ordinance development. Our expertise spans energy law, regulation, rooftop solar, electric rates, building electrification, and transportation energy, including a proprietary hourly analysis method for time-based climate impacts. We pioneered Climate Equity Index analysis in the region and partner on equity and innovation initiatives including the TCC RICCE project and the CEC-funded Southern CA Energy Innovation Network. Most recently, we launched the San Diego Regional Energy Academy, a free four-day program to build energy literacy among climate and energy professionals.
