Local climate planning and implementation remain slow: While some cities are developing climate and green jobs plans, participants noted that many local climate action or adaptation plans are not implemented. Progress is hampered by siloed departmental approaches, lack of staff capacity, and limited awareness of available technologies and incentives. Until city departments and partners fully understand and coordinate their roles in meeting statewide climate goals, local uptake will continue to lag.
