Critical Facilities Lack Reliable Resilient Power. Many critical community facilities—such as cooling centers, shelters, and community centers—lack reliable backup power, undermining emergency response during heat waves, wildfires, and flooding. While communities seek resilience hubs, microgrids, and clean backup power, high costs, permitting barriers, and limited technical assistance and engineering capacity hinder implementation.
