Community microgrid development is severely hindered by complex, utility-controlled regulatory frameworks. CPUC processes, restrictive IOU rules, and burdensome tariffs make microgrid design and interconnection extremely difficult—limiting the ability to connect multiple meters or parcels, prohibiting configurations like crossing a street, and forcing CCAs and local governments to avoid community-scale projects because the CPUC’s community microgrid program is “extremely complicated.” These regulatory hurdles slow project development and prevent scalable, cost-effective microgrid deployment.
