Fragmentation among energy efficiency, electrification, and distributed energy resource (DER) programs limits progress toward whole-building decarbonization. Stakeholders described persistent “siloization,” where water efficiency, energy efficiency, and resilience retrofits are pursued separately despite opportunities to bundle them for greater impact. Program cycles and funding streams are often isolated and inconsistent, forcing contractors and local governments to chase one-off opportunities instead of aligning strategies. While utilities acknowledge the need for integrated “radical efficiency plus electrification,” most current programs still emphasize piecemeal measures—such as LEDs or HVAC upgrades—rather than coordinated, whole-building solutions.
