Limited capacity, staff turnover, and shifting political priorities weaken momentum after plans are adopted, and most jurisdictions lack dedicated implementation staff or clear accountability mechanisms. As a result, CAPs are updated on fixed cycles but often lack the ongoing follow-through needed to translate commitments into action.
