Local governments struggle to keep ordinances, rules, and Climate Action Plan updates current because this work consistently falls to the bottom of overloaded staff workloads. Limited capacity, staff turnover, and shifting political priorities weaken momentum after plans are adopted, and most jurisdictions lack dedicated implementation staff or clear accountability mechanisms. As a result, CAPs are updated on fixed cycles but often lack the ongoing follow-through needed to translate commitments into action.
