Existing Examples of Progress: City of Irvine, Lakewood and other LA-area jurisdictions - Commercial-to-housing corridor/mall conversions: Driven by collapse of brick-and-mortar retail and underperformance of malls/corridors. Developers in these cities are now “desperate” for residential uses on these lands, making conversions politically and financially viable. In Lakewood, suburban malls are being redeveloped into townhomes/“missing middle” formats that appeal to ownership-seeking households.
