Scale up local taskforces and consolidated resource guides to improve navigation of programs.

Existing Examples of Progress: LA County’s Rapid Taskforce Deployment - Creation of Resource Guides for Home Efficiency and Resilience: Within the taskforce, colleagues at SCAG (Southern California Association of Governments) are leading efforts to consolidate scattered programs into a single resource guide for efficient and resilient homes. Tools like “Switch is On” (searchable by ZIP code) are part of this effort, but participants noted that even consolidated lists can be overwhelming for residents unless paired with guidance and eligibility navigation. The goal is to stack and layer incentives behind the scenes so residents receive streamlined rebates or direct benefits, rather than needing to navigate dozens of disconnected programs.
