Establish regional convening bodies or joint planning tables for energy transition: Local governments can create a shared governance or advisory structure (e.g., through a COG, CCA, or Regional Climate Collaborative) to unify interconnection issues, align planning, and elevate needs to the state.

Existing Examples of Progress: Participants noted the absence of a mandated convener but pointed to the Bay Area Regional Collaborative and JobsFirst regional network as promising foundations.
