Existing Examples of Progress: California's Climate Action Planning Framework includes several key components to support local governments. The Local Actions Appendix of the Scoping Plan provides recommendations and guidance for developing Climate Action Plans (CAPs), including methods for setting local GHG reduction targets. It outlines 13 recommended strategies within three priority areas—transportation electrification, VMT reduction, and building decarbonization—that have been validated through academic research to effectively reduce greenhouse gas emissions. The Appendix also offers guidance on determining consistency with the Scoping Plan qualitatively by incorporating project attributes associated with low per capita GHG impacts, and provides direction for preparing CEQA-Qualified CAPs.
