State Support for CAP Implementation. The state can provide ongoing, hands-on technical assistance paired with seed funding and multiyear operational support to help jurisdictions move from planning to implementation. This approach supports staff time, bridges grant cycles, reduces reliance on one-off grants, and improves continuity and consistency in CAP delivery.

Existing Examples of Progress: The recently reauthorized Cap-and-Invest provides approximately $4B/year the Greenhouse Gas Reduction Fund, which funds multiple programs through CARB's CA Climate Investments that can help a local community reduce emissions including over a billion dollars in investments in housing, transit and infill emission reduction projects through SGC's Affordable Housing and Sustainable Communities and Transformative Climate Communities Grants.
Further Progress Pathways: CARB's CA Climate Investment Initiative Investment Plan: This three year plan serves to guide investment of Cap-and-Trade auction proceeds. The Fifth Investment Plan for 25-26 through 27-28 will not be moving forward due to change in the underlying statutory requirement. It is unclear how stakeholders can similarly participate in guiding how funding will be allocated through the reauthorized Greenhouse Gas Reduction Fund through Cap-and-Invest proceeds.
