Existing Examples of Progress: City of Long Beach – Renter-majority lens in upgrade discussions: Policy dialogue explicitly centers majority-renter, BIPOC, low-income populations when considering energy/resilience upgrades. Roughly 60% of Long Beach residents are renters, disproportionately BIPOC and low-income. City planners described how developers pass energy upgrade costs onto tenants, intensifying gentrification pressures. The local approach has been to explicitly foreground equity in resilience and housing policy discussions — framing tenants as the primary stakeholders in upgrade conversations.
