Build clean energy career ladders in rural and under-resourced communities, investing in workforce development as a prerequisite for implementation rather than an afterthought, so that local workers are trained and ready when implementation funding arrives rather than having communities depend on outside contractors.

Existing Examples of Progress: The Cuyama Valley Initiative built a local clean energy workforce development program, including hands-on training and job fairs across clean energy, regenerative agriculture, and ecological restoration, specifically so that when implementation-scale funding arrives, the workforce to deliver it will already exist in the valley.
