Cultural, Geographic, and Cross-Border Exclusion: Tribal, immigrant, rural, and binational communities often feel excluded from regional decision-making, lacking the networks and access enjoyed by wealthier stakeholders. Immigrant, refugee, and cross-border groups in San Diego are particularly affected, as climate and energy transitions rarely include their voices despite direct impacts. Indigenous peoples described ongoing exclusion from preserved lands, which prevents cultural practices such as gathering food and materials.
