Advancing smaller, discrete projects that are implementation-ready. Local governments described breaking large CAPs into smaller, stand-alone projects (e.g., EV charging, fleet electrification, reforestation) that can move forward when limited funding becomes available. This allows some construction and installation activity to proceed despite broader resource constraints.

Existing Examples of Progress: The Allensworth Progressive Association used a 2022 TCC Planning Grant to sequence seven discrete priority projects from their Community Plan, including a Community Resilience Center, agrivoltaics, and a regional trail, into implementation-ready packages, allowing individual projects to move forward as funding became available rather than waiting for all pieces to align simultaneously.
