Local governments should direct clean energy development toward fallowed and retired agricultural land and pursue agrivoltaic systems on active farmland; preserving productive farmland, wetlands, and ecologically sensitive areas from outright conversion while generating additional revenue for farmers and advancing clean energy goals simultaneously.
