The state should allow jurisdictions to move forward with implementation of well-supported climate actions without requiring complete or updated GHG inventories, and should recognize alternative planning approaches such as sector-specific plans or partial inventories as valid pathways — reducing the planning overhead that currently consumes local capacity and delays action.
