The state should expand and actively promote existing energy cost relief mechanisms (including DAC Green Tariff, Community Solar Green Tariff, and Solar Discount programs) while reforming rate structures to protect low-income and disadvantaged communities from rising transmission costs and scaling direct subsidies and rebates to make efficient options accessible.
